Carlos Viviano Villa is Torreon, Coahuila's ex-police chief who's now working in Quintana Roo. His motto "shoot first, ask questions later" is a little too gun-ho for some human rights activists who are currently opposing his approach ("even narco's have rights," that sort of thing).

Still, Carlos has been rumored to be connected with zetas, says one ex-cop. But Carlos says he's "incorruptible" and that he would tolerate no such thing:

"El hijo de la chingada que se acerque conmigo ha hacerme proposiciones de ese tipo, yo lo chingo" [I'll fuck up any motherfucker that makes that type of proposition to me].

Considering how frustrating the situation with the Mexican narco currently is, most people will probably find his hard-ass attitude just right, don't you think? That is, if he's fo' real.

Mexico has found it's version of Vic Mackey (The Shield) in Carlos Viviano Villa. I hope his subordinates are loyal and just as incorruptible as he is, because this is a man who could truly make a dent in the narco operations. Dead bodies can't smuggle drugs.
